I had the same issue, i resolve it by adding the organisation URL to the list of autorized cookies on Navigator Settings.
MS applied a fix, so indeed best is to create a support request.

Dynamics365 is taking more and more dependency on PowerPlatfrom (PowerApps & PowerAutomate). You should check if you have some sort of Conditional Access Policy or any other restriction applied.
Otherwise, you can open a support request to Microsoft to check the behavior, informing the user UPN and the URL that is facing the problem

I noticed that issue when I was working with Automated UI testing and the reason was that cookies were not allowed in the browser. Check it with your user - it might be the reason for you as well.
