Hi, I am looking to register a plugin without primary entity, like the below screenshot. Usually, I create plugin in visual studio, and it requires to select an entity every time.

There is no way that you can register a plugin message for all entities.
This is available for actions (Global actions), but not for System Plugins.

if you want to register a plugin that will run on every entity you just need to configure the plugin as your screenshot, leave "none" as primary entity, and inside the plugin you can check the logicalname of the target

probably you are using the developer toolkit maybe?
instead of using the developer toolkit just create a plugin (class library project signed assembly, crm sdk nuget packages) and after register manually using the plugin registration tool, and you will be able to select "none" as primary entity
