Hi PPerivolaris,
It depends on your scenario:
If you want to show a live page to external users(e:g a web page with form, submission data will be sent to Dynamics.), use publishing page in that way.
If you want to allow external users to access your Dynamics environment data programtically, choose the API.(If what you refer is Web API)
As far as I know, Web API is a type of Web Service, here are some articles about summary of different web services:
