Inventory Counting Journal Does Bot Include Locations

We plan to use the Inventory counting Journal for our annual Physical Inventory, however when we create lines (either by item or on-hand) the lines do not show the locations and rather give the the on-hand value at the site-warehouse level. All of our products are setup with the Site-Warehouse-Location storage dimension. When creating the counting journal we check Location in the Counting by section, we also have locations assigned to the released products and have on-hand inventory in different locations. We do not use advanced warehousing. 
Any ideas? Are we missing a step? Or should we look at other options to perform a PI.

    Would you be able to test with the Create lines > On-hand function and give us a screenshot of the parameters you set when you run that, and another screenshot what the created lines look like.
     
    And then one more screenshot of the On-hand inquiry, showing the same items from the count journal, with Location and Qtys etc.
