I believe I have everything in the Dynamics 365 Online environment configured as your reference articles state.
The Email Engagement statistics are working for an email sent to an Office 365 Business email and Outlook as the application but not for an email with an Outlook.com address.
Does that make sense? I'm happy to provide some screenshots to support my claim. Let me know your thoughts.
