We have MS 365 and Server's to install on it is windows Server 2016 Std. & SQL 2016 Std.
in the Market current Licenses is windows Server 2019 Std. & SQL 2019 Std.
can we use 2019 as a replacement for 2016

You could contact your sales inquiry to buy the license of 2016.
What product are you using? Does it only support 2016? If it can support 2019, you could re-install 2019.
