User E-mail template privileges?

I have a user who belongs to a organization that is getting access denied when she tries to use a specific e-mail template associated with her organization.  What I don't understand is that she is the only one in the organization experiencing this problem and she is still able to use all the other shared email templates that are specific to her organization.  What could be going wrong here?  Is it possible to put a privilege on a specific e-mail template?

    The email templates can only be organisational or personal. You cannot share them with additional users or teams.

    Your only workaround is for the team members to create additional personal email templates. You can copy/paste the body of email templates into new email templates so maybe create an organisational one, have your users copy the body of that into their new personal email templates and tweak accordingly.

    So just so I understand this right, users in the same organization can't use e-mail templates that have been shared with the organization?  Are they just able to view the template's that have been shared, and not insert them?
