track emails sent between dynamics 365 users as ONE activity, not two

Within my environment, I would like to have full visibility if an email is being tracked from Outlook to Dynamics 365 via Dynamics Add-in for Outlook.  I have gone into Settings > Email Configuration > Email Configuration Settings and unchecked the setting in question.  After waiting some time, I went to test if the setting had been applied with another CRM User, and we found that two email activities were still being created.  How can we ensure that only one record is created in Dynamics AND that regardless of whether sending or receiving user tracks the email from Outlook, all will see it is being tracked?
