I want to edit and delete journal vouchers.
'Delete' is greyed, even for SysAdmin role. What is controlling access to the 'delete'?
I don't find this topic in MSDocs... where can I find answers to questions like this?
If the journals are posted, you can't edit or delete them. I assume they're unposted in your screenshot?
There are possible two reasons for this
1. Journal is posted
2. Someone else opened this journal on their session.
You can also try to clear your usages data, I can see your form is personalized.

Please check "Blocking" tab on the journal to find if the journal is "Private" for a specific user:
As already mentioned, if it's posted cannot be deleted. You can reverse it with reverse feature or pass a reversing entry (with either debit credit swapped or negative value) to nullify it's effect.
