Expense management delegate submitting expense report

In D365 Finance and Operations Expense management

Getting this error when submitting an expense report as a delegate. Tested with all roles according to security diagnostics. No errors in the workflow and the one user in the user group is valid and enabled.

    Can you find a user in the list of users with the GUID id in the field Telemetry ID? If so, does this user have correct roles and is this user enabled?
     
    Can the original user of the expense report submit it to the workflow?
