How we can add user in response field and how can we create new events and conditions according to our scenario.

What I would like to advice is to create a workflow from the workflow templates and adjust them afterwards according to your scenario.

You required to extend business central workflow module through an extension to add new events to it. Please let me know if you want to go on that path and would be able to help you.
