Can't get VoC translations to work

Hi,

I'm trying to localize our test survey by exporting translations, downloading the translations.xml and adding a new language (sv-se) to it. I then attach it to the survey again and publish the survey. I set my browser/computer language to Swedish sv-se (and restart my computer). I trigger an email to be sent to me with a link to the survey. I follow the link and all texts are still in English in the survey. When I export translations again, there are no Swedish texts as they were never applied. Any suggestions what I have done wrong?
