I know that one can unretire or activate a product when it isn't in a product family but there appears to be no way of unretiring a product family. And, thus, no way of unretiring all of the products under that family. Unfortunately, this has now completely stalled our quoting process until I can get this fixed. Whatever suggestions you can provide would be appreciated. Thanks

First off, I wouldn't recommend accidentally retiring a product family because there is no easy way to un-retire it or the products underneath it. That said, I lucked out and was put in touch with an incredible Dynamics support person who got this all reversed for us. So time-saving!
Unfortunately, it is by design.
You?can't?activate?a?retired?product?family?or?bundle.?
Also,?you?can't?activate?a?retired?product?that?is?part?of?a?product?family?or?has?properties.
Only draft or revised product can be activated.
The work around is to clone the product and give a different product number.
Or you can refer to the solutions in the following issue which is the same as yours.
