Problem exporting solution programmatically - some xml sections missing

We have code that uses the ExportSolutionRequest and ExportSolutionResponse to export from a Managed solution. Has been working fine prior to CRM 2016. With CRM 2016, the exported xml is missing many of the sections that were there with earlier versions of CRM (see list below). Also, with 2016 it still works when exporting from an Un-Managed solution, just not when exporting from a Managed solution (which is what we have to do).

Can someone confirm there has been a change or not? If there has been a change, do we just need to set additional properties, etc., or is it no longer possible to export the same?

Sections missing: CustomActions, CommandDefinitions, EnableRules, most of DisplayRules, and LocLabels.
