Is it possible to enable workflow without Active change management enabled for the Purchase order?

Hi Krishna,
You can activate but it will not take effect, Until you check activate change management.
There a option on the vendor master for whom you can exclude from the workflow. Override change management check box under vendor master.

Yes, you can enable the workflow without activating Change Management. It is not mandatory to activate Change Management for the enabling of Purchase Order Workflow.
If you don;t have the requirement of Change Management, you can avoid it.

The whole point of change management is to control workflows for purchase orders.
What situation warrants using one without the other?
How it works when I don't enable Active change management.
1. Can I submit to workflow for approval of PO?
2. After approval can I do changes & do submit again? How the flow in this case

If we dont P.O Request Change and Submit - It is not going for Workflow.
It is getting Automatic approved in P.O.
What configuration we are missing.
Please check workflow configuration. Auto approval step might be configured.
