GP 2013 Registration Keys for Partners

Can anyone tell me what reseller keys for GP 2013 Perpetual Demo/Dev allow you to do? Where can I find out further information? I was just in PartnerSource and there is no option for GP 2013 under registration keys. All I could find are these keys under Developer. Does this open up some restricted license version?

Jonathan, I felt like a ping pong ball here. Sales operations would send me to the MS partner desk and the partner desk sent me back to sales operations. I went through three iterations of this. Finally I noticed the keys just showed up one day. I believe it jsut took time for the keys to be generated. Too bad neither group was informed as to the proper procedure.
