We could understand how does known contact work based on landing page and subscription center:
firstly, cookie is core part to support known contact feature.
In Landing Page, only when visitor submits the form at least once and "allow prefilling" is checked, the cookie will be set to record contact.
In Subscription Center, due to link to the form contains query parameters to identify contact and prelling is always enable, thus the cookie will always be set to record contact.
In a word, submission behavior is used to match existing contacts in database, a matching job is vital to make visitor be "Named" status.(SC is special, even though submission is not performed, but the query parameters could be regarded as a submission behavior.)
If you would like to track form visitor as named/known contact, you should let them submit form at least once, and accept "prefilling" option.
