Intrastat posting in GP 2016

In GP we can install Enhanced Intrastat to enable the Intrastat tracking as used for sales between EU countries. We have used the manual EnhancedIntrastat.pdf to do the setup.

We have now the folowing situation:

When I ship from The Netherlands to a customer in Germany the Intratstat button is available in the Sales Transaction Entry window; this is what is expected.
When I ship from The Netherlands to a customer in The Netherlands using a ship-to address in Germany the Intratstat button is NOT available in the Sales Transaction Entry window; however this is expected.

Has somewhone have any idea what might be the reason for this; or is this perhaps a bug?
