Can two separate Microsoft Tenants, having two separate licences and two separate logins be consolidated using simple or advanced consolidation by using the Company hub or can it only be done by exporting/importing XML files?

Between different tenants you have to use files.

Is there any documentation on how to import GL data for consolidation in XML format from a tenant that is not a business unit ?

Here is Consolidation Manual. Note that this manual is NAV 2013 but the functionality is the same.
