I would like the system to display a warning when creating a sales order lines if the item quantity is not available in stock. Is this possible to configure in D365 F&O?

If you set the reservation type to "Automatic" in the Accounts Receivable module settings, then at the moment a sales order line is created, if the required quantity is not available for reservation, you will receive a message like the one shown in the screenshot.
