1099 Amount zero for all 2013 Transactions

I setup a Smartlist for 2013 pulling all my 2013 Payments. I set it up with the Payables Transactions Smartlist. My 1099 amount field is zero for all my transactions. I go into the Edit Transaction Information and look at a vendor who I know has 1099 amounts and all the amounts appear. Why is the smartlist not picking up any 1099 amounts for my transactions?

If you're looking at Payments, they will not show the 1099 amount, only the invoices will.

Vendor Id, Vendor Name, Voucher Number, Document Date, Document Number, Document Amount and 1099 Amount. I do a search excluding invoices. The 1099 field does show on the invoices but not on the payments.
