I do the manual clean-up and deleted from the status list the JN23-00024, how can I get back the journal batch number?

Yes you can.
First you need to change the number sequence next number to 24
Use 23 and 24 and then change the number sequence again to 28 as next number
how can I use JN23-00024 again?
