localized functionality region field is disabled

Dear All,
 
How i can change the localized functionality region field once this is disabled from legal entity form. I want to select region value in this field. How i can do this?

    Have you posted transactions? If so you can't change that.

    I don't know, but my guess it that you use this field if there is no address to derive this information from.
