I want to create an "Admin" security role that has the ability to Add Users in CRM but not necessarily be able to make other changes to the system. I tried giving the role the "Create" permission on Users under the Business Management tab as well as assign them the Administrative Access Mode and License Type but still the "New" link doesn't appear in the toolbar in the Users page.
