Hi Maustin,
You need "Assign" and "Assign To" privilage for Account, Lead and Opportunity. The Users must be from the same business unit or team.

Also, since "assign" might cascade through the relationships, you'll need to give those other users permissions on all the entities which will be reassigned to them as a result of reassigning the account, for example (actually, I'm not sure if you will also need to give permissions on those entities to the user who will be reassigning..)
You would need Assign privileges on these entities, and most likely Update as well. You will also need the user/team that the record is assigned to have Read permissions on that record.
