Technically you can try to use Configuration Migration utility but I don't understand why do you need it if moving through Solution is available.

hi,, document templates mover only works for word,excel, not email templates, I understand email templates could be migrated through solution, anyway to go though other tools?

Yes. There is a toolbox called XrmToolbox and it has Templates Mover plugin - www.xrmtoolbox.com/.../MsCrmTools.DocumentTemplatesMover

Also there are search engines using which this information can be found.
