Where is the option to enter the required financial dimension on a transfer order, I do not see it? What if my dimensions are not fixed at account level, how to populate it?

Unfortunately, the financial dimensions are not manageable on transfer orders. The default dimensions from the released product is used here.
I created an idea a while ago to have the dimension setup available on transfer orders. You can vote for it to get it prioritized by Microsoft.

Since AX 2009 version, We don't have financial dimension selection on TRANSFER ORDER. Hopefully Microsoft will give that provision in upcoming releases.
As a work around, You can suggest your client to use "Transfer Journal" functionality because you can select there Financial dimension as well. But obviously you will not have there "Ship/Transit Warehouse/Receive" functionality.
