Organizations in CRM on premise

Dear team,

 

in our company we have 6 departments in different countries and we to need to create different business rules and flows based on the rules of country. entity. so here can i use the business units or we have to create multiple organizations?

As i know, each organization has its own separate database. So, could you please advise how can I achieve this task?
