There is a request at my company to start using only CRM System Admin user accounts for importing solutions. My concern when using a CRM User is - what happens to the imported solutions when the user account is inactivated? I have always been told to use the non-expiring Service Account with the System Admin role assigned.

I don't think there will be any impact on already imported solution when CRM User is deactivated.
All the customization should be available in your crm instance even if CRM user through which solution is imported is deactivated.
