I have configured customer service portal and under edit case, I am not getting an option to add portal comment.
Also, the timeline is showing all the activies for that case

I was able to track this down. There is an option for Entity Metadata to enable create which was set to false in my case. Changing it to True enables the "Add Comment" button.

Can u just click on Enable Entity Permissions Field as it shown on the picture.
Those are basic field layout like changing section format to 2 columns, field positioning etc.
I tried to revert the customization but still the same issue. I have another trial portal uncustomized where this is working fine.

if you can let me know what customization you did on the forms. so that I can help you in resolving the issue.
I have not changed any permissions. All permissions are same as out of box.
Initially I used to get that option but then I did some customization on case-edit entity form. Since then its not visible.
Any other thoughts?

Make sure you have proper permission to add the comment on the portal. And have proper permission.
