When I Reserve an Order (Sales Order > Reservation> Reserve Order) whether all items in order line will be reserved. Any chance that few items only be reserved and remaining will be un-reserved.
The reason I am asking is we need to send EDI 855 file to a customer once all items are physically reserved. We don't want to wait till Invoice. For that we check regularly in BYODB in SalesOrderLineV2Staging ang InventTransStaging table. We planned to send EDI 855 file when Status Issue = 4 in InventTransStaging table for that order.
Please Clarify.

The items will be un-reserved if there is nothing to reserve. You can try to reserve manually per steps outlined by Christoph.
The only inventory that's get reserved is during order creation. After that even if inventory becomes available, it won't get reserved automatically. It would require manual intervention.

Could you please share the screenshot of Sales Order > Reservation> Reserve Order? Is it customization?
in the sales order line you can use the function Inventory > Reservation. There is a column "Reservation" where you can enter the quantity as you want. In my example the total sales order quantity is 10 but I reserved just 5
