License per localisation (On-Prem)

Hi all,

We have a prospect who has several companies in different countries and therefore they will have different on-prem databases (since Business Central does not allow for multiple localisations (companies) in the same database).

does this mean that this customer has to buy a different license per localisation? also considering that each (on-prem) license covers different object numbers and therefore different localisations?

Any information would be appreciated.
