We have 2 products in inventory that will be sold as 1 product. We would prefer not to use BOM and production order, is there an alternative option to achieve the same?

There are several considerations and options:
The kits may be pre-assembled with some work in the warehouse at the pick/pack workplace
It may just require a shipment of the two items at the same time.
On the invoice the sale can may be represented by a single line or show the individual component items,
The sales price may be more less than the sum of the component’s prices, or it may be the same - e.g. there may be additional packaging costs, or you may want to discount to encourage purchase of both.
the simplest option is a supplementary item. Then you don't need an extra item code nor a BOM.
You can use a 'kit' approach and a bom journal to effectively backflush the components. You can also use the retail kit option.

Could you please explain how your thought solve the cost issue between three products?
Maybe you can use adjustment to change the inventory manually, but three products will be unrelated and cumbersome, so it is not feasible.
That;s what kitting does.
Yes you can use a BOM Journal. this will allow you to take the two inputs, an convert the cost into a new FG item. This will only work if you are not needing to add labor costs
