Because you are using Cronos License, You are eligible to create only 2 companies.

You have to upload first a full license to be able to do the following:

You can delete other companies, by opening NAV client, search for "Companies" page.

    Select the companies to delete.

If this help resolve your issue, Click Yes to Verify the answer and share with other community members.

There is no way to remove companies from development environmet. But, the instructions that SamCha might be useful.

And, as the other also say, you must upload your license to the database, and then restart the instance.

For that, you should go to the development environment, then File --> Database --> Alter...

Then NAV shows a windows where you must go to "Integration", and, if the 'Save license in database' is marked, then uncheck it, click "OK", and repeat again, because we need to mark it, and when it comes from blank yo checked, it asks you for the license file:

Once its done, you have to restart the instance. Then you can open Dynamics NAV with several non-cronus companies.

    Regards.
