Awareness between ledger settlement and year end close

Hello guys

I have been going through this relevant microsoft docs, regarding this newly inserted functionality from 10.0.25.  I need some guidance on these questions:

  1. Any views why has the scope of the functionality been limited now to only selected accounts and has been aligned with the year close process?
  2. Any testing that can be recommended that can be carried out in the system?
