In order to use the Advanced SQL Server options regarding Password Policy, you must be using SQL Server 2005 or later on Windows Server 2003 or later and the machine must be part of the domain. In your original post you said you were using SQL 2000, therefore you do not meet the minimum requirements to take advantage of these options.
Can you mark the box next to Enforce Password Policy? If I understand your environment correctly, the box should not be available to check.

Password settings are generally enabled in your Active Directory Default Domain Group Policy Object. You'd need to contact your network/Windows admins (if you don't do this) to get the settings.
If you mean within GP, it is one of the check boxes next to the account when you create it and set the password, or change the password. This is GP 10 here. Not sure about earlier versions.

Out of the box you can enforce your password policy in SQL only if you are using SQL 2005.
