There are unposted transactions for this employee. The employee record cannot be deleted or inactivated

I was just wondering is there any way to find out what is causing this issue?

    Hello Alvaidas,

    You can find the transactions for an employee using the Smartlist >Payroll >Transactions.  Be sure you include columns for Employee ID and Batch ID. Then you can search for the Employee ID and see which transaction batch contains transactions for the employee. These need to be deleted in >HR & Payroll Navigation >Transactions >Payroll >Transaction Entry,  prior to inactivating the employee. If you still cannot see transactions in here, you may need to run the scripts to clear payroll work tables as there may be stranded records somewhere.
