Hi, Yes, a development license is required.
The development of NAV is generally that multiple developers share a development license and develop locally. Finally Merge into the client environment.

You will have to install the c/side dev enviornment and open them there if you want to look at the code.

If you want to look at how they look for the user, you simply have to work through them i guess.
