Hello,
I tried to edit budget control configuration but some how it got locked. tried to click unlock button but nothing works.
please help how to fix it.

Please check if the Budget control configuration is currently in an active status or the user only has view access to the configuration and the current draft configuration is in use by other one.In these circumstances, the unlock button click is not work. If you have ruled out the above cause and it does not solve your issue, you can provide a ticket to Microsoft.
