When you say non-inactive user, what would they actually be doing in the system.  (I'm not sure what coremotives is or what a non interactive user on there can/can't do)

disabled users are users which cannot do anything and are not consuming a licence (because they can't access CRM)

You can have users who have the customizer role, they cannot really view any of the data (accounts/contacts) etc but they can edit the system and access the settings to change things.

Coremotives integrates with Dynamic for web tracking and email marketing.  I may have the terminology wrong, but the non-interactive user was i thought a user who we did not pay for but allowed a company like Coremotives to tie into the system.  about a year ago i used their service and this was how it worked.  now i am on 2013 and things look different.

    thanks,

    Hi,

I believe a non-interactive user would be a user whose enabled in CRM but do not consume any licenses. These user would not be able to login to CRM or perform any other CRM Administrative work. You can try making a user non-interactive by changing the Access Mode on the User Profile to 'Read' and License Type to 'Limited'. Let me know if it works.

For CRM Online you can add a non-interactive user from the Office 365 admin portal by setting their access mode to Non-Interactive. I believe you get 5 of these per tenant. They do not take up a CRM license and are meant to be used for integration purposes.
