At this point, I would first make a backup of the current state of the database before continuing. After that, in OnPrem environments, the keys are typically stored here:
%programdata%\Microsoft\Microsoft Dynamics NAV\150\Server\Keys
Are you able to export the current key.
We have recently seen an issue where the key was missing and one would just re-import the or a newly generated key which did cause a lot of issues. From CSS perspective, we were unable to find out what the customer / partner did before they went to Microsoft for assistance.
Maybe if this is production data, I would suggest to file a support request via your D365BC CSP / Dynamics 365 BC partner if you are not one.
