Of course if there is no inventory there will be nothing to transfer, hence the message.

This is exactly standard behavior. Prevent negative inventory has nothing to do with Transfer orders. So even if it is off Transfer order will not posted unless there is inventory.
If this prevent negative inventory flag is off and you have low inventory levels and you try to post Sales Order then it will be posted leaving inventory negative.

That is by design. Some things, such as Transfer Order and Assembly Order, will not allow you to post if you don't have stock regardless of your 'Prevent Negative Inventory' setting. The reason is probably for the cost calculation.
