Dynamics 365 Marketing Module eligibility

Customers have 30 Sales Enterprise and 30 Customer Service Enterprise licenses, Purchased before OCT 2019. Can we activate Dynamics 365 Marketing Module?  

Our understanding is Marketing module is part of the package as the customer has more than 10 enterprise users.

    I believe to use the full capability of the marketing module you need Dynamics 365 marketing license.
