I am working using a cloud hosted environement when I try to create a new report by using financial reporting functionality I get this error:

Is this a cloud version for a customer or is it deployed by you as partner demo? If a customer environment? Is it the production or another instance?

This looks to be a bug (Bad Error message) in the version of Financial Reporting that is being ran. Basically this error should be telling you that the logged in user does not have permissions to access Financial Reporting.
Grant permissions to the user and try again.
