Is there any way (like entitlements for Cases) to set Maximum no. of work orders or maximum no of field job hours for a customer in Field Service?

There's nothing in Field Service that does this oob. You will have to implement the change yourself.
Or you could change your business process.
Currently we use contracts which is used for maximum number of cases for 'Reactive' work. Which means that a Customer rings up and we make a Case which then converts to a Work Order. So the customer is only allowed 3 Cases.
