One User Cannot Connect to MR

Hello!  I have a customer who has been running MR for awhile.  Everything was working great until suddenly one user cannot access MR.  They get the error that the connection wasn't successful and do you want to specify a different connection.  The connection is correct.  If I log into this user's PC as the user running the MR services, I can run MR without a problem so it isn't machine specific.  If this user logs into a machine that has no trouble running MR for another user, they get the same error. 

In the Event Viewer for this user's workstation we are receiving this error:

System.ServiceModel.ServerTooBusyException: The HTTP service located at http://acctsvr:4712/InformationService.svc is unavailable.  This could be because the service is too busy or because no endpoint was found listening at the specified address. Please ensure that the address is correct and try accessing the service again later. ---> System.Net.WebException: The remote server returned an error: (503) Server Unavailable.

I cannot figure out what is wrong with this user to cause them not to be able to access the program.  I have stopped and started both services.  I have checked her SQL rights.  I have deleted and re-added her user.  I have uninstalled and re-installed MR on her machine.  Any other ideas?

    Have you checked security in Management Reporter to make sure their user hasn't been made inactive?

    Yes, the user is not inactive.  I have deleted them from security and set them up again.  They are set up as an Administrator and have access to all the companies.

    Hi Melissa,

    I have seen this happen when the MR service account password has changed.  If this could be the case I would check out this KB: support.microsoft.com/.../2666579.

    If you feel the password was not changed then I recommend using this KB:  support.microsoft.com/.../2406829

    The service account password has not changed and unfortunately, I am unable to get KB 2406829 to come up.

    I should have checked the link, my apologies.  I would check the following:  

    In the the IIS website properties, check to see if the Read and Directory Browsing is unchecked.  You will want to make sure these boxes are checked when you are troubleshooting your Management Reporter issue as shown below.

    Hi Melissa,

    Have you tried to change the windows ID password and then logged into MR.  Sometime the not changing the windows password which expired might create problem.
