I did a Database refresh from prod to stage.When I tried to export the database it is throwing a "preparation failed" error. I tried to "resume" twice but no luck.The log file is empty and so I don't know what the issue is. Any idea what I can do next?

As the export is done by Microsoft logic I suggest to create a LCS support request. Strange to me is the empty log file. So I assume the Problem / error in in the beginning on the procedure.

Hi,
The export process can time out on Azure SQL Database when large databases are involved. In some cases, the export process can be recovered by using the Resume action from LCS. The Lifecycle Services team is working to identify known error codes, so these can be added to the logs for the export database operation to help guide users toward a resolution.

Try by resuming it first. If not solved, then log a case to Microsoft to look after this.

Have you also attempted the manual export/import process? This will bypass LCS, but will only work if your database is not on an elastic pool.
