How do I make a custom (imported) form persistent across sessions?

I exported a VBA form from the Customization Maintenance window and made a small change to the package. I got all of our users out of GP and proceeded to import the modified package. I was asked if I wanted to overwrite the existing form (which I did) and the import completed. I immediately went to test the new form and it worked just fine. I decided to exit GP completely and log back in just to make sure the imported form would still be there. When I went back to it after logging back in, the old version of the form was back. I have tried multiple times and the form will work fine as long as I don't log out. For any other user, only the old version of the form is displayed. We are using GP 2010 in a terminal services environment (all users sharing the same forms and reports dictionaries, etc). How can I make this change permanent for myself and all other users? The solution may be quite simple, but since we haven't had to change any of our customizations in years... the answer didn't seem obvious.
