How to schedule selected weekdays, different shifts

All of the documentation and training I can find for the Volunteer Management and Engagement is geared towards one-off events. We have a clinic which is open Mondays from 10:00 AM to 11:30 AM, Tuesdays through Thursdays from 6:00 PM to 7:30 PM. On various holidays we are closed. There are 4 shifts (positions) on each day. What are the steps to set up this schedule and its shifts? From everything I have tried I can only create a schedule of a single date or a date range. Same thing with creating shifts. The net effect of a schedule/shift from 1/1/2023-12/31-2023 is a shift every single day.

Once this is set up, I need to be able to schedule individual volunteers for as little is a single shift in a single day. Or maybe someone has one of the shifts every Tuesday for a month. Etc.

Also... the public facing site shows times 5 hours later than I scheduled them. Can't be a coincidence that I am GMT-5. How do I synch up these two time zones, which one is off?
