Is my System Administrator role broken?

When adding the system administrator role to a user, that user can no longer see all the email templates.  They can only see a sub-set.  Removing the role lets them see all the templates again.

    Is my System Administrator role broken?
    When logged in with a user with the System Administrator role, the email templates with "viewable by" set to individual are not shown.  If a user without the System Administrator role logs in, the templates set to "viewable by" individual are visible.
